What are the white areas?
Based on the distinction established by the European Commission white areas are defined as territories without an ultra-broadband connection in which private operators do not deem it appropriate to invest (for this reason we also speak of “market failure” areas).
White areas include, but are not limited to more isolated areas: rural and mountain localities are white areas, where the construction of the infrastructure is made difficult by the physical characteristics of the territory, but also addresses in the hinterland of large cities are part of the white areas.
As for Italy, the white areas are further divided into two clusters (C and D), which respectively provide a partial or total intervention of the State in the construction of network infrastructures.
